Well according to Torrent Freak this is part of an anti-piracy initiative. Can't really tell what they are getting at in the video, other than - attention seeking. Never heard of you, you don't look good on camera, what's your bleeding point mate?
Anyway, it is not all on the up and up and typically the AA group responsible for this vid has mislead people. Won't be the first time obviously.

I just had a thought about this. Derek makes the unfortunate use of the 'household name' thing implying that that is what one should be about. Wrong! Make yourself known, but to the people who want to know about you. Isn't the world in general sick and tired of pathetic creatures with no talent at all and all of the money backing to make them household names? Derek is rather conservative it appears. But at least he is willing to change. I'm not partial, but piracy is indeed here to stay and unless something better is offered, the music industry will fade. Not a problem for me. I'm just one of those fools who does it because he loves it...

FCC Hints at Taking Action Against Comcast
FCC Hints at taking action - exactly what kind of action is completely unclear. What is also unclear is if Comcast are continuing to go beyond acceptable network management activity or if they have been shamed into opening up the pipes to unthrottled P2P traffic again.

ISPs Choking Bandwidth?
Yes - it is pretty obvious they do as described in this article:

I believe Network Solutions also does this. Correction, I should say RCN as they are the ISP I experienced this with. Network Solutions suck in other ways. Their 'hold' 'music' is some of the worst on the planet and their help people are mostly rude attitood exuding assholes. Though to be fair i have talked to a couple of very decent helpful people there...
Regarding the bandwidth choking, it all goes to show that the ISPs have no idea what is legal and what is illegal P2P activity.
